One of the highest profile vacancies in local government has been filled, fuelling speculation of wholesale changes within Glasgow City Council.

Brian Devlin, a private sector engineering chief, has been appointed executive director of land and environmental services, where he will take charge of a team of almost 3,000 staff responsible for everything from cleansing, parks and roads to environmental health and trading standards.
