A good plan is more important than ever

In the absence of facts - whatever they may be these days - we need to make assumptions based upon our best professional judgement, says Gary Fielding. 'Never has it felt more important that we have a good plan', he adds.

As this time of year finance directors across the land are hastily making arrangements for the setting of councils' budgets and medium-term plans.  

The reports are almost certainly written, but the often deceivingly clear diary becomes quickly filled up with discussions with political groups, group leaders, executive members, the chief executive, directors and individual councillors who just want to understand things better.
