Government plans to establish a national funding formula for schools could result in costs, disruption and significant funding losses in deprived areas, an independent analysis has indicated.

Schools in Liverpool, Wigan, Coventry, Wolverhampton and North East Lincolnshire would suffer most under proposed reforms announced in July that would severely curtail the freedom of local authorities to vary how they distribute education cash.
