The governance of housing associations is opaque and resistant to public opinion

As councils have been written out of the script, Paul Wheeler looks at how housing associations have evolved from small local charities into something very different.

A few miles away from Grenfell Tower stand 150 empty flats.

Not only empty, but deliberately vandalised by their landlord to ensure they stay that way. What makes this story even more outrageous is that the landlord concerned is one of the country's biggest housing associations – Clarion. Its application to gentrify the long-standing Sutton Estate was so lacking in any attempt to provide affordable homes that even Kensington & Chelsea RLBC rejected it – the appeal is pending for May.
