Plans to create a 'Northern Powerhouse' through an HS3 link from Leeds to Manchester have been backed by the Government, after the release of a major report from the boss of HS2 Ltd today.
He also backed proposals for Phase 2 of the HS2 route, with an eastern leg going north from Birmingham to Leeds via east midlands and south Yorkshire hubs and a western leg to Manchester via Crewe.
