Buckinghamshire CC's leader has said the Government will have to make the final decision about reorganisation in the county after district councils published rival plans.

The county council submitted a bid last month to the Department for Communities and Local Government, calling for a single, countywide unitary, but last week, the four districts published a report by Deloitte, which recommended two or three single-tier authorities instead.
