Whitehall officials have distanced themselves from a controversial report that proposed stripping local government of ‘fiscal responsibility’ for a range of services.

Whitehall officials have distanced themselves from a controversial report that proposed stripping local government of ‘fiscal responsibility' for a range of services.

The report by think-tank Demos proposed shifting fiscal responsibility for demand-led high need services to central government, ‘where risk can be more effectively pooled and where the resources available to the central state mean that it is possible to meet demand in the long term'.
