A future government should ensure public spending never outpaces Exchequer receipts, a leading employers' group urged.

The call to establish a fiscal rule and hold public spending at 38% of GDP over the economic cycle was made in a CBI report issued last week, which warned the major political parties have no grip on the pace and scale of change required to balance a budget surplus with public expectations on services after the next General Election.
