The local government finance settlement was less an announcement to fix the funding shortfall faced by councils and more an illustration of how broken the system is. 

Easing the pressure on adult social care funding has got to be a welcome move – but the Chartered Institute of Public Finance and Accountancy has described the Government's measures as a sticking plaster to save a system which is haemorrhaging.
