The latest consultation report from the DCLG's resource review proposes to let councils retain some of their business rate. Michael Burton looks at the plans.

Fair dues to the coalition for acting, rather than talking, over the denationalisation of the business rate which has been a longstanding grievance by councils for over 20 years.
