Government must tackle planning's capacity problem

Lack of council resources and capacity is a significant block to development, and to the delivery of the Government’s new homes target, says Laura Markus

Housing and planning minister Matthew Pennycook told a party conference fringe event last year that the shortage of planners keeps him up at night. 

This is perhaps not surprising, as the ambition that the Government has been most vocal about since before the General Election has been the 1.5 million new homes target, yet many questions have been raised about the ability to meet this target.
