Tory and Labour council leaders have warned local government minister Kris Hopkins they may not be able to deliver a balanced 2015/16 budget.

In a teleconference question and answer session with local authority leaders and chief executives this week, Mr Hopkins rejected calls for a review of the settlement formula to produce ‘fairer, more consistent outcomes'.
