For Britain's cities to prosper, the government must hand power down from Whitehall and Westminster, cities minister Greg Clark told the Conservative Party Conference in Manchester yesterday.

Committing himself to a localist agenda, Mr Clark - who has also taken charge of the decentralisation agenda for the Government - told the conference: 'Britain won't proper unless our cities prosper.'
