A growing legal skills gap

The process of cutbacks and service reforms mean an effective council legal team is more important than ever but local authorities are struggling to address an emerging skills gap, explains Hugh Peart

Across the country, local authorities are facing a tough time – trying to satisfy ever-increasing demands for their services and resident expectations, while at the same time coping with reduced grant funding.

Many of the back office savings have been made already – such as sharing, downsizing or outsourcing legal, procurement, HR and other professional support functions.
