Coalition growth guru Lord Heseltine told struggling areas to ‘get off their butts' and understand how they could re-engineer their local economies.

Lord Heseltine described how prior to writing the Coalition's growth review, he updated with former Tesco boss Terry Leahy, a report into lessons from the regeneration of Liverpool, which formed the basis of the City Deal agreed by cities minister Greg Clark.
