Council chiefs have welcomed the appointment of a new advisor to turn around children's services, but questions remain about Whitehall's enthusiasm for intervention.

Norfolk CC and the Department for Education (DfE) last week jointly announced the appointment of Mark Gurrey, the deputy chief executive at Doncaster Children's Services Trust, to work alongside both the local authority and the Whitehall department.
