Conservative proposals giving English MPs a veto on legislation affecting only England will strengthen the UK, according to William Hague, chair of the Cabinet committee on devolution.
Under the proposals, MPs from other parts of the UK would still be able to debate English laws and these would still need a majority vote in the House of Commons.
