Former leader of Essex CC, Lord Hanningfield, made 'false and misleading' expenses claims, Chelmsford Crown Court heard yesterday.

The Tory peer, who is being prosecuted over his parliamentary expenses, has been accused of claiming for hotel rooms in London when he was not in the city, and making travel claims for which he was not entitled.
