I can't help but share Clive Betts' disappointment that the Government is failing to act on the recommendations of former decentralisation minister Greg Clark.

It seems absurd for a government which claims to be about localism and decentralisation to refuse to introduce measures to decentralise. According to communities minister Don Foster, the measures could not be pushed forward as there was no decentralisation minister any more.
