A harsh new reality

Dominic Harrison explains how next year's local government funding arrangements will be felt hardest in the areas of most need.

From 2013 local authorities will take on responsibility for public health services – previously the responsibility of the NHS. Funding for these new commitments will, for the first time, be decided centrally.

The secretary of state has said that this would come with a 'direct expectation' that the money would be spent on tackling poverty-related health need.
