Hartlepool Council should develop a ‘clear vision and narrative' to help promote a positive place identity, according to a Local Government Association corporate peer challenge.

The peer challenge report also called on the council to refresh its organisational plan - linked to a clear approach to transformation and values - to give clarity on how its ambitions will be delivered.
