Head of Contracts and Performance

Permanent, Full time. Based in the Chichester Area. 37 hours per week.

West Sussex County Council is changing and our ‘Future Council' Strategy, sets out how we will become a Commissioning Council. In the field of Health and Social Care we work closely with three Client Commissioning Groups (CCGs) and other stakeholders to develop and commission high quality services. We are also building the capacity of our Joint Commissioning Unit and this includes strengthening leadership, and enhancing our focus on market development, quality assurance, governance, performance and value for money. The Joint Commissioning Unit works across all age and client groups.

With experience in social care and/or health you will develop and implement an integrated approach to performance management, which meets the needs of WSCC and the local CCGs, including managing annual business planning, monitoring targets, assuring quality in all provision, meeting all safeguarding requirements and ensuring appropriate joint systems to manage customer pathways with Operations.

You will ensure there are excellent systems for developing, managing and collaborating with the market for social care and health. In addition you will develop the Joint Commissioning contracts function to work in a matrix manner and support innovation and compliance across all aspects of contracting.

You will also support the Director of Health and Social Care and the Heads of Service to manage Joint Commissioning Governance and relationships with the three CCGs, the Commissioning Support Unit, key providers and other key stakeholders.

An integral part of a new Senior Leadership Team, reporting to the Director of Health and Social Care (Commissioning), you will work with the Council's procurement experts to play a key role in identifying and driving efficiencies and improving systems across social care and health whilst supporting wider developments as the Council builds its commissioning capacity.
