A leading think tank has called for health budgets to be devolved and councils to be given the power to increase the social care precept.

A new report by Localis, in association with KPMG, calls for the NHS to be put ‘front and centre' of future devolution deals, and for council leaders to be given the power to raise extra money through health taxes.
