David Cameron will today outline wholesale changes to the health and social care Bill made in light of the two-month listening exercise undertaken by the NHS Future Forum.

The independent review, launched amid public disquiet and a concerted campaign by doctors' and nurses' professional bodies, will recommend that the secretary of state for health remains ultimately responsible for day-to-day running of the NHS and for ensuring a universal service.
