Conversations at last November's Future Forum North in Leeds organised by The MJ revolved around comparing Spending Review settlements and debating why the NHS has found it so difficult to transform.

There was a growing frustration: the NHS settlement was seen as ‘yet another bailout' just as the financial pressures have begun to really bite, a situation which should offer a real incentive to reform.
