Lord Heseltine has warned a ‘huge battle' is taking place in Whitehall as ministers try to limit the devolution of powers to elected mayors.

The former deputy prime minister and chairman of the Regional Growth Fund is quoted in The Guardian newspaper today as saying: ‘Central government is not enormously inclined to giving away power. There is a huge battle going on.'
