Local government minister Brandon Lewis has firmly scotched calls by Lord Heseltine to replace the two-tier system with unitary councils.

In an exclusive interview with The MJ, the former shire district leader, who recently passed his 100 days in office as DCLG minister, said reorganisation was off the agenda, and that councils must instead merge voluntarily.
