Shadow chancellor Ed Balls has urged council chiefs in talks over devolution to ‘hold out for a better deal' under a Labour government.

Chancellor George Osborne failed to announce any further devolution deals in last week's Autumn Statement, with negotiations over more powers for the West Yorkshire combined authority stalling over its refusal to accept a directly-elected mayor.
