As the entries for The MJ Local Government Achievement Awards 2013 are sent to judges The MJ, in the last of its series of articles on 2012 winners, looks at the champion in the adult services category.

Plymouth City Council won the category Redefining quality in adult services in the 2012 awards organised by The MJ for its new personalised operating system for adult social care. The judges were impressed by the ambition and scale of the project and for the way it fundamentally redefined its service offer based on users' experiences.
