The law may be an ass, but it's also very good at using loopholes when they are available, according to Heather Jameson.

When communities secretary Eric Pickles first sat at his desk in Eland House, he had two main targets in his sights – the Audit Commission and the Standards Board.

It was clear from an early stage of the coalition's rule that the two would be for the chop. What has never been clear is what would come next. And, instead of becoming clearer, the waters have been muddying of late.
