Is in-house best for innovation

The sector should not fall for the idea that local authority trading companies are more innovative or more responsive than in-house services, writes John Tizard.

It is all too easy for a local authority to be seduced by the idea of establishing a local authority trading company (LATCO).

The potential of such a company can appear to outweigh any disadvantages but very careful consideration should be given before establishing a company and its legal form and ownership arrangements.
