'Huge problems' force councils to block HMOs

Councils will block houses of multiple occupation being built amid concerns that housing benefit changes will force young people into them.

Local authorities will block houses of multiple occupation (HMOs) being built from next February, amid concerns that changes to housing benefit could force young people into them.

Research by the British Property Federation (BPF) suggests councils are using article four directions to stop the construction of HMOs from February, just after changes in housing benefit are put in place.
