 ‘Unless we plan our futures together, we will both fail,' was the stark message health secretary Jeremy Hunt gave to county councils at the County Council's Network conference. 

 He said: ‘I am very aware of the pressures you have been under. I know you have moved hell and high water to protect adult care.'
