The Government has defended plans that would make the outsourcing of children's services easier after they were criticized by a House of Lords select committee.

A report by the secondary legislation scrutiny committee said holding a consultation of just six weeks on a ‘proposal of such significance raises questions about the department's own grasp of the impact of its policy'.
