It is that time of year again – the moment the Local Government Association negotiates its funding from central Government for delivering its sector-led improvement programme.

Much like the Treasury holds sway over Government departments in the run-up to the Budget each year, it is the chance for the Department for Levelling Up, Housing and Communities to unclip its wallet – after the moths have flown away – and cajole the association into delivering ministers' agenda.
