The challenge of moving to 100% business rates retention will be how to incentive ‘all kinds of growth,' Society of Local Authority Chief Executives (SOLACE) president, Jo Miller, has said.

Speaking at the committee stage of the Local Government Finance Bill, Ms Miller said there ‘must be a better way than just business rates and old property values to incentivise growth'.
