The majority of local authorities will be unable to manage continued deficit reductions by the end of the decade despite greater levels of commercial activity, a new survey of council finance directors has revealed.

Some 53% of local authority chief financial officers questioned indicated 2019/20 would be the ‘tipping point' when they would no longer be able to balance the books, according to a paper issued today by consultancy Grant Thornton.
