Key Government policy announcements have been delayed as ministers wrangle with complex decisions over finance, devolution and reorganisation.

The finance policy paper, which was originally expected last week, was held back at the 11th hour over distribution rows, while the English devolution White Paper has still to receive sign off from a number of Whitehall departments.
