Cuts to public spending have reduced local government's ability to develop initiatives designed to prevent a repeat of last August's riots, London Councils has claimed.

In its formal submission to the Communities and Victims Panel, set up by the Government to investigate the summer troubles, the lobby group representing the capital's 33 local authorities warns:
