Local authorities should work ‘with' not ‘on' families to encourage them to become independent and resilient, a new report by the Department for Education has suggested.

Whitehall's report is an evaluation of the first wave of the department's Children's Social Care Innovation Programme, which took place between 2014 and 2016 in England.
