The overall pace of improvement in Reading Council's children's services has ‘not been sufficient' three years since the authority was judged inadequate, Ofsted inspectors have said.

A letter summarising the findings of the latest monitoring visit read: ‘Frequent changes in senior managers and a high turnover of frontline staff continue to adversely impact on managers' ability to bring about improvement.
