Communities secretary Sajid Javid has threatened to take two councils to court if they don't stop publishing their newspapers so often.

Hackney and Waltham Forest LBCs both publish council newspapers - branded 'town hall pravdas' by former communities secretary Eric Pickles - fortnightly, despite the Publicity Code recommending councils publish no more than quarterly.
