Prime Minister Boris Johnson has ‘flunked' his chance to explain what levelling up means, the chair of a parliamentary committee has claimed.

Darren Jones suggested that, for the agenda to become more than just a soundbite, the Government needed to clarify how powers will be devolved to deliver a more equal economy and how progress will be measured.
