Greater freedom to borrow cash could allow local authorities to raise an extra £1bn for housing, council leaders have stated.

The comment, outlined in a report compiled by Westminster City Council and supported by 10 local authorities, is part of an argument that handing councils freedoms to borrow cash for social housing investment would bring the UK into line with Europe.
