Juggling with council-owned companies

Paul Rushworth looks at the challenges associated with the corporate governance of local authority-owned companies and the methods which can be used to overcome them.

This article develops the subject by suggesting five broad themes in support of a strategy for effective corporate governance in local authority owned companies.  

The term ‘corporate governance' was straightforwardly defined in the Cadbury report (1991) as, ‘the systems by which companies are directed and controlled'. In the context of local authority-owned companies (LAOC), the challenges associated with those systems have continued to be reported.
