Kakistocracy or democracy!

Empowerment of local councils needs to be addressed to reinforce democratic legitimacy, writes John Smith

The history of relationships between central and local government in the UK appears designed to underline the accuracy of Marx's observation. Since 1945, national governments have consistently undermined local government. Even when national politicians with local government roots have been in power, they have frequently gone over to the dark side.
