Keeping deals under wraps

With one-third of all submitted devolution bids still confidential and unseen by residents on whose behalf powers are being negotiated, authorities could be missing a major opportunity for wider public engagement. Dan Peters and Sam Clayden report.

Talk in town hall corridors has been dominated by devolution over the past few months. The subject is rarely far from the lips of most council leaders, chief executives and local government ministers.

But with so much of the sector's attention on the issue there is a danger that efforts to engage the public are neglected until a deal with Whitehall is struck and is presented to the public at large.
