Tirades by Eric Pickles and his ministers about 'boomerang bosses' have clearly made no impression on the Cabinet Office.

It has appointed Katherine Kerswell, who departed Kent CC on a pay-off of £420,000 last December, as its new director general of civil service reform on £142,000.
