Labour's commitment to a new era of devolution fuels hopes of a flurry of new deals that will hand more power down to cities and regions, bringing greater agency to local communities.

 This move comes at a time when the public's priorities have turned firmly inwards to focus on the bedrocks of financial and social wellbeing - namely income, jobs and housing.
