London Mayor Sadiq Khan has launched a second London Finance Commission, claiming ‘nothing should be ruled out'  when it comes to devolving fiscal powers to the capital. 

He has called on London School of Economics professor Tony Travers to reconvene the Commission, which originally reported in 2013, in the aftermath of the EU referendum.
